What is the economic future of Clallam County?

This is my comment on the Clallam County DOE SMP [Washington State Department of Ecology, Shoreline Management Plan] Update

WHAT IS THE ECONOMIC FUTURE OF CLALLAM COUNTY?

The Rains Family has lived in Clallam County for over 90 years.

The private property in the Rains Sr. Trust has been owned and managed
by the Rains family for over 60 years.

The Rains Sr. Trust Clallam County marine and freshwater property, is
described in the DOE SMP Inventory and Characteristic report, as
nearly pristine, it is not contaminated or impaired.

The Rains Sr. Estate includes all trust properties in Clallam County
and is a (IRS) documented, continuing second generation Family Run
Business.

ONE SINGLE INDIVIDUAL’S LIFETIME CONTRIBUTIONS PROVIDED THE FOLLOWING  INCOME AND PROSPERITY TO CLALLAM COUNTY AND WA STATE FOR OVER 60 YEARS.

1. TIMBERLAND 3000 privately owned acres in 1986 (more than any other single individual in Clallam County)

Managing, maintaining, logging and reforesting his forest land providing future income and prosperity to government coffers

2. DEVELOPMENT

Cedar Park Tracts home sites (overlooking Morse Creek Valley)

The homes in the Cedar Park Tracts will FILL Clallam County coffers indefinitely providing future income and prosperity to WA State and Clallam County economy

The tract waterlines were given to the PUD

The tract  roads were given to Clallam County

The large parking lot on highway 101 and overlook of the Straits of
Juan De Fuca was donated.

A portion of the Rains Lake Farm property was donated to the Discovery trail

133 recreational Elwha River Park campsites (destroyed by ONP)

3. GRAVEL PITS Seibert Creek – Buchanan Drive – Deer Park

Provided over 40 years of income and prosperity to the WA State and Clallam County economy

4. PROTECTION OF PROPERTY and ECOLOGICAL FUNCTION

The Rains Sr. Trust provided protection of Natural Resources and ecological functions with gates, fences, fire and maintenance roads. He spent thousands of dollars, and thousands of man hours  cleaning up after garbage dumping trespassers, to maintain nearly pristine ecological function on Rains Sr. Trust land, providing future income and prosperity to WA State and Clallam County economy.

THE NEGATIVE ECONOMIC IMPACT OF THE DOE SHORELINE UPDATE  ON RAINS SR TRUST PRIVATE PROPERTY

Nearly all of the Rains Sr. Trust  property will be negatively impacted by the DOE SMP proposed setbacks, buffer zones, restrictions and regulations .

SPECIFIC LOCATIONS

1. Bagley Creek freshwater Estuary and as a marine priority feeder bluffs.

2. WIRA 20 Sol Duc River reach 80.

3. Little River

4. Elwha River Inholder recreational lots

5. Indian Creek

6. Above Lake Sutherland

And all other freshwater tributaries on all Rains Sr. Trust land

This is my personal, American citizen, private property owner, comment on the DOE SMP Update.As my family, friends and associates tell me “Don’t hold back Pearl, tell us what you really think?”

It takes a hell of a lot of nerve for the WA State Dept of Ecology to show up WITH THEIR SMP,  at this late date, after 60 years, and start dictating to us about how they have to have obsessive precautionary setbacks and  buffer zones, to regulate and restrict our control, use and enjoyment of our NEARLY PRISTINE private property so DOE CAN PROTECT IT,  FROM WHAT?

For over 60 years George C. Rains Sr. Trust has provided ALL protection, at his own expense, of his Natural Resources, his forestland for clean air, his clean water and he preserved ecological functions with his gates, fences, fire and maintenance roads. He spent thousands of dollars, and thousands of his man hours  cleaning up after garbage dumping trespassers, to maintain nearly pristine ecological function on Rains Sr. Trust land.

And all of this ecological protection was done, at his own expense, while he was spending his lifetime pouring millions of dollars into WA State and Clallam County economy. (to say nothing of the IRS)

SO WHAT IS THE ECONOMIC FUTURE OF THE RAINS SR. ESTATE “FAMILY RUN BUSINESS”?

PLANS FOR FUTURE GENERATIONS PROSPERITY AND INCOME

The Rains Sr. Estate “Second Generation Continuing Family Run Business” INTENDS” to  provide income and prosperity to WA State and Clallam County for the next 60 years

1.  TIMBERLAND

The Rains Trust “Family Run Business” will Continue to maintain, manage, log and reforest Trust forestland as a renewable resource that will provide future income and prosperity to WA State and Clallam County economy.

2. FUTURE DEVELOPMENT By the Rains Sr. Trust “Family Run Business”

a. Continue moving forward, to develop 37 additional Cedar Park Tracts lots.

b. We are looking forward to an additional 105 to 200 acre cluster development (as recommended by the Clallam County Planning Dept.)

c. We are doing a feasibility study, to create more than one zip line, on a large section of trust land.

d. A huge gravel pit is waiting to be mined. It should be  good for
another 40 more years of prosperity and income to WA State and Clallam
County Economy.

4. WE WILL CONTINUE TO PROTECT OUR PRIVATE PROPERTY AND THE NEARLY PRISTINE ECOLOGICAL FUNCTION OF OUR LAND

The Rains Trust “Family Run Business” has been and will continue to provide, at our own expense,  protection of our Natural Resources, and our ecological functions with our forestland to provide clean air, our clean water, our gates, our fences, our fire protection and our maintenance of our  roads. The Rains Trust “Family Run Business” has and will continue to spend thousands of dollars, and thousands of man hours cleaning up after garbage dumping trespassers, to maintain THE NEARLY PRISTINE ecological functions that have existed on Rains Sr. Trust land for the last 60 years.
